Chengde, Hebei Province： Promoting the transparency and efficiency of government procurement norms

　　Since the beginning of this year, the Finance Bureau of Chengde City, Hebei Province has focused on standardizing the procurement process management, making full use of standardized template methods, focusing on three aspects of work, and promoting the scientific, accurate, transparent and efficient development of government procurement in the city.　

　　The first is the standardization of the preparation of the procurement plan demand plan.On the basis of fully implementing the electronic filing of government procurement plans, Chengde Finance Bureau issued the Notice on Standardizing the Planning of Government Procurement Plans according to the relevant requirements of Hebei Provincial Department of Finance, which put forward detailed requirements on internal control management, capital requirements, demand review, policy implementation, contract management, performance acceptance, etc., and made a planning template, and the purchaser made multiple-choice questions or fill-in-the-blank questions one by one according to the actual project to improve the planning of procurement plans.　

　　The second is the standardization of filing materials for government procurement plans.In view of the different situations involved in the filing, review and approval of government procurement projects, Chengde Municipal Finance Bureau has separately compiled the One-time Notice of Government Procurement Plan Filing, the One-time Notice of Government Procurement Import Product Auditing and the One-time Notice of Government Procurement Plan Approval, so as to clarify the materials required for filing of procurement plans of various procurement projects. All procurement projects in Chengde have been upgraded from paper filing to electronic filing and then to one-time standardized electronic filing. The purchaser can complete the preparation and filing of procurement plan requirements within 1-2 working days after completing the investigation and review of procurement requirements, and the procurement efficiency is obviously improved.　

　　The third is to optimize the standardization of business environment policy implementation.In order to further compact the purchaser’s main responsibility, strictly implement the government procurement policy, strengthen the preparation of procurement documents, and determine the qualification conditions of suppliers according to laws and regulations, Chengde Finance Bureau began to implement the commitment system for optimizing the government procurement business environment policy on August 1 this year, and produced the Commitment for Optimizing the Government Procurement Business Environment Policy, which requires the purchaser to strictly implement it before carrying out procurement activities, and the main person in charge of the unit makes a commitment to ensure the full implementation of the policies for optimizing the business environment from the source.
