Measures of Beijing Municipality on Award of Invention Patents

       Article 1 In order to encourage innovation achievements to obtain patents, improve the quality of invention patents, promote the implementation and commercialization of invention patents, and commend patentees and inventors who have made outstanding contributions to Beijing’s economic and social development, these Measures are formulated in accordance with the Regulations of Beijing Municipality on the Protection and Promotion of Patents.

  Article 2 "Beijing Invention Patent Award" (hereinafter referred to as "Beijing Invention Patent Award") is a special award item set up by the municipal government to select and commend invention patents with significant economic and social benefits within the administrative area of Beijing. The municipal invention patent award is selected every two years.

  Article 3 The recommendation, evaluation and awarding of municipal invention patent awards shall follow the principles of openness, fairness and impartiality, pay attention to benefits, and reward the best.

  Article 4 With the approval of the municipal government, a Municipal Office for the Selection of Invention Patent Awards (hereinafter referred to as the Selection Office) composed of the Municipal Intellectual Property Office, the Municipal Finance Bureau and the Municipal Personnel Bureau was established. The selection office is located in the Municipal Intellectual Property Office and is responsible for the organization, coordination and management of the Municipal Invention Patent Award.

  The selection office is responsible for the establishment of the municipal invention patent award evaluation committee (hereinafter referred to as the evaluation committee). The review committee shall set up professional review groups according to different fields to be responsible for the review of the municipal invention patent award.

  Article 5 The municipal invention patent award focuses on invention patents that meet one of the following conditions:

  (1) It belongs to the key industries or key fields determined in the national economic and social development plan of this Municipality, and has achieved remarkable economic or social benefits;

  (two) to solve the industrial structure adjustment, the transformation of economic growth mode, energy saving and emission reduction, as well as urban operation, management and safety, traffic congestion and other practical problems faced by the city;

  (3) Playing a major role in the formation of national standards or international standards.

  Sixth city invention patent award set up first, second and third prizes, including:

  (1) Five first prizes, each of which is RMB 200,000;

  (two) the second prize 15, each award of 100 thousand yuan;

  (3) 30 third prizes, each of which is RMB 50,000.

  Special prizes were awarded for invention patents that have made significant contributions to the national economic and social development of this Municipality, with 1 prize awarded and 1 million yuan awarded.

  City invention patent award funds shall be paid by the municipal finance.

  Seventh to declare the city invention patent award shall meet the following conditions:

  (1) The applicant shall be the patentee who is registered in this Municipality or has the household registration and work residence permit in this Municipality, or other patentees who have made outstanding contributions to the public interests and people’s livelihood in this Municipality;

  (2) The invention patent has been authorized by China National Intellectual Property Administration;

  (3) The legal status of the invention patent is stable and the ownership is clear.

  Article 8 The following invention patents shall not be declared as municipal invention patent awards:

  (a) has won the national technological invention award, China patent award or municipal invention patent award;

  (2) The ownership of the patent is disputed;

  (three) the declaration of the previous municipal invention patent award has not won the award and there is no new substantive progress in the implementation.  

       Article 9 The patentee shall declare the municipal invention patent award according to one of the following procedures:

  (a) to the municipal administrative department, the district and county departments for patent administration or related industry associations (hereinafter referred to as the recommended units) to declare;

  (two) to declare the award of the invention patent recommended by experts, the patentee directly to the selection office.

  Tenth recommendation units to review the application materials, put forward specific recommendations, and submit them to the selection office.

  If the application materials do not meet the requirements, the recommendation unit or the selection office shall require the applicant to make corrections within the specified time; If it is not corrected within the time limit or still does not meet the requirements after correction, it will not be submitted for review.

  Eleventh selection office to summarize and classify the application materials, and organize the corresponding professional review group for preliminary examination.

  The professional evaluation team shall, by secret ballot, put forward suggestions on the award-winning invention patents and award grades to the evaluation committee.

  The review committee deliberates the suggestions of various professional review groups, and makes a preliminary resolution on the award-winning invention patent and award grade by secret ballot.

  Twelfth according to the preliminary resolution of the jury, the selection office will publicize the preliminary results in the designated media.

  Organizations and individuals who have objections to the results of the preliminary examination may raise objections to the selection office in writing within 30 days from the date of publication.

  The selection office organizes experts to review the contents of the objection, make a review opinion, and inform the objecting party of the result.

  Thirteenth after the end of the publicity, the selection office will review the preliminary results and review opinions, and determine the list of proposed awards, which will be approved by the Municipal Personnel Bureau and reported to the municipal government.

  After the approval of the municipal government, the list of winners will be published, and certificates and bonuses will be awarded to the winning patentees and inventors.

  Article 14 The unit or personnel management department of the inventor who won the municipal invention patent award shall record the award and its main contribution in my file as one of the basis for promotion assessment.

  Fifteenth invention patents that have won the second prize of the Municipal Invention Patent Award and meet the relevant reporting conditions shall be recommended by the selection office to declare the National Technological Invention Award or the China Patent Award.

  Article 16 The experts and relevant staff participating in the evaluation shall not disclose the evaluation, and those who are involved in the patents declared for awards in the current year or have an interest in the patentee and inventor who declared for awards shall withdraw.

  Seventeenth by fraud, plagiarism and other improper means to infringe upon the patent rights of others, to defraud the city invention patent award, the award shall be revoked and published in the relevant media.

  Eighteenth in the process of evaluation of the municipal invention patent award fraud, favoritism, the evaluation experts cancel their qualification, the staff shall be given administrative sanctions in accordance with the relevant provisions.

  Article 19 The Municipal Intellectual Property Office shall formulate detailed rules for implementation in accordance with these Measures.

  Twentieth these Measures shall come into force as of January 1, 2008.

  At the beginning of November, our government announced that it would formulate the National Action Plan on Human Rights for the first time, and plan the development of human rights in China in the next two years.


  This news is great news for Li Buyun, member of Honorary Department of China Academy of Social Sciences, and Xu Xianming, member of the National People’s Congress Standing Committee (NPCSC) and president of Shandong University. Human rights have been their lifelong pursuit.


  Thirty years ago, on December 6, 1978, Li Buyun published the article "Adhere to the equality of citizens in law" in the People’s Daily, which was recognized as the "first article" for the legal profession to break through the ideological and theoretical forbidden zone; He also proposed that "criminals are also citizens", which triggered a big debate.


  Back then, Li Buyun believed that it was 30 years of reform and opening up that opened up a "new era of human rights protection" in the history of the Chinese nation.


  Twenty-nine years ago, as the first college student to go to court after the Cultural Revolution, Xu Xianming volunteered to defend a murderer. Over the years, he wrote "The Right to Existence" and others’ works, and put forward many proposals and suggestions to promote human rights. Together with Li Buyun, he encouraged and called for "human rights being enshrined in the Constitution".


  "When human rights were enshrined in the Constitution in 2004, I have a feeling of dying." Xu Xianming’s words came from the heart.


  In the eyes of two promoters of China’s human rights cause, the Third Plenary Session of the Eleventh Central Committee 30 years ago was a new starting point for China’s human rights protection, which brought about the lifting of the human rights concept and the expansion of human rights practice. Thirty years later, human rights have become the mainstream value in China today. In the next 30 years, human rights in China will be respected as never before, and people will have more universal, broader and more equal human rights.

  1978 Third Plenary Session of the Eleventh Central Committee


  New "origin" of human rights protection


  Background: In December 1978, the communique of the Third Plenary Session of the Eleventh Central Committee pointed out: "The civil rights stipulated in the Constitution must be resolutely guaranteed and no one can infringe upon them."


  During the Cultural Revolution, human rights were regarded as the patent of capitalism. In the early days of reform and opening up, human rights were still regarded as "bourgeois slogans". In 1978, the practice of human rights protection for the Rightists took the lead, and by November all parts of the country had taken off the Rightists’ hats. By 1982, more than 3 million cadres’ unjust, false and misjudged cases had been rehabilitated and more than 470,000 party member had been reinstated as a Party member.


  The word "human rights" did not appear in the communiqué of the Third Plenary Session of the Eleventh Central Committee. But both Li Buyun and Xu Xianming regard it as the new "origin" of human rights protection.


  Li Buyun: Looking back at history, a key point is that the new China was founded in 1949, and the people of China stood up, which opened up a domestic and international environment for the protection of human rights.


  At the Third Plenary Session of the Eleventh Central Committee, important concepts such as safeguarding citizens’ rights and equality before the law were clarified. In particular, it emphasizes democracy and the legal system, which is also a question of individual rights ―― democracy is first and foremost a person’s democratic right, and the legal system is to protect human rights. It marks a new beginning of human rights protection in China.


  Xu Xianming: Human rights have long been the Communist Party of China (CPC)’s proposition: in 1923, the Communist Party of China (CPC)’s first Constitution put forward human rights; During the Jinggangshan period, the Outline of the Constitution of chinese soviet republic clearly stated "people’s rights" …


  The 30 years of reform and opening up, in a sense, are 30 years of political reform and 30 years of institutional innovation. Only institutional human rights are fundamental human rights. The great meeting 30 years ago was a new "origin" of human rights protection.


  The Fourth Constitution of 1982


  It lists 28 kinds of civil rights, which are almost the same as those in the west.


  Background: In December, 1982, New China enacted the fourth constitution, namely the current constitution. Article 33 stipulates: "Anyone with People’s Republic of China (PRC) nationality is a citizen of People’s Republic of China (PRC)."


  Some people say that you can’t understand the meaning of "citizen" without going through the Cultural Revolution. At that time, "rich land against bad right" was not treated as a citizen and lost the basic dignity of being a human being.


  Previously, the 1949 "Common Program" only stipulated the rights of the "people"; The 1954 Constitution stipulated the rights of citizens, but did not answer what is "citizen".


  The definition of "citizen" in the 1982 Constitution means that "rich land against bad right" is also a citizen, and criminals are also citizens, all of whom should have basic human rights protection.


  On November 20th, 1980, the Supreme People’s Court Special Court tried the case of Lin Biao and Jiang Qing’s counter-revolutionary group in public, and held 44 sessions before and after, which was regarded as "an example of handling cases according to law".


  Li Buyun: The greatest crime of the Gang of Four was trampling on human rights. A public trial according to law embodies the five judicial principles of human rights protection: independent trial according to law, judicial democracy, seeking truth from facts, humanitarianism and legal equality.


  Among the four constitutions of New China, the 1982 Constitution lists the most specific rights of human rights, which is almost the same as that of western countries.


  The basic rights of citizens were only two in 1975, 12 in 1978 and 28 in 1982, adding new provisions such as "personal dignity is inviolable", which greatly promoted the development of human rights in China.


  The first "White Paper on Human Rights" in 1991


  Human rights are called "great nouns"


  Background: On November 2, 1991, the State Council Information Office published a white paper entitled "Human Rights Situation in China". This is the first official human rights document released by the China government to the world.


  In the first "White Paper on Human Rights" of China Government, human rights were called "great nouns"; Emphasizing that the realization of full human rights is "a long-term historical task of the people and government of China"; And put forward that "the right to subsistence is the primary human right of Chinese people".


  Li Buyun: In June 1993, the Second World Conference on Human Rights adopted the Vienna Declaration and Programme of Action, which was attended by representatives from more than 180 countries, including China. The declaration recognizes the universality of human rights and explicitly considers the characteristics of various countries and regions. This is the first time that China has recognized the universality of human rights in diplomacy.


  Xu Xianming: In October 1995, Jiang Zemin, then president, said in an interview with an American television station that the realization of the principle of universality of human rights must be combined with the specific conditions of each country. This is the first time that China leaders have publicly acknowledged the universality of human rights.


  In 2004, human rights were enshrined in the Constitution.


  "Respecting and safeguarding human rights" has become the basic obligation of the state.


  Background: On March 14th, 2004, the Second Session of the Tenth National People’s Congress passed an amendment to the Constitution, and "the state respects and protects human rights" was written into the Constitution.


  In May 2004, the Global Poverty Alleviation Conference was held in Shanghai. The meeting evaluated China’s poverty alleviation as a "vivid example". In 2004 alone, the central government allocated 12.2 billion yuan to help the poor, and the rural poor population decreased by 2.9 million compared with the previous year. "The right to subsistence is the primary human right of the people of Chinese", and China took poverty alleviation as a breakthrough to carry out vivid and effective human rights practice.


  Xu Xianming: There are three meanings for human rights to be enshrined in the Constitution: the protection of human rights in China has been unprecedented inclusive and extensive. The subject of human rights is no longer only aimed at citizens, but extends from citizens to everyone; The human rights system is moving from closed to open. When human rights are incorporated into the constitution, the human rights system changes, and those that are not listed should also be protected; Respecting and safeguarding human rights has become the basic obligation of the state. This indicates that the country’s values have begun to change.


  Report of the 17th National Congress of 2007


  Give a variety of new human rights such as the right to know and the right to participate.


  Background: On October 15th, 2007, the 17th National Congress of the Communist Party of China was held in Beijing. The report of the 17th National Congress of the Communist Party of China clearly pointed out: "Protect people’s right to know, participate, express and supervise."


  In September 1997, the 15th National Congress of the Communist Party of China was held, and "respecting and safeguarding human rights" was written into the report of the National Congress of the Party for the first time. Since then, the 16th National Congress of the Communist Party of China once again reiterated "respecting and safeguarding human rights".


  In the report of the 17th National Congress, human rights were mentioned twice: the healthy development of human rights; Respect and protect human rights, and guarantee the rights of all members of society to participate and develop on an equal footing according to law.


  China has made new strides in human rights practice. On January 1st, 2006, the Regulations of People’s Republic of China (PRC) on Agricultural Tax was abolished. The abolition of agricultural tax in that year reduced farmers’ tax burden by more than 120 billion yuan.


  Li Buyun: The report of the 17th National Congress of the Communist Party of China is of great significance to the future of human rights in China. People-oriented Scientific Outlook on Development will respect and protect human rights more. In the report of the 17th National Congress of the Communist Party of China, all aspects of human rights are taken care of, and the right to know, the right to express and the right to participate are beyond the specific enumeration in the Constitution.


  Xu Xianming: I think the report of the 17th National Congress of the Communist Party of China has reconstructed China’s human rights system, which covers a wide range, including political, economic and social fields: learning to teach-the right to education; The right to health and medical treatment; A sense of security for the elderly-social rights; What you earn from your labor ―― the right to labor remuneration; Have a place to live ―― the right of moderate residence, etc.

  Article 19 of the Opinions also clarifies what behavior belongs to rigid redemption. To sum up simply, the behavior of financial institutions to deal with the principal-guaranteed income when the wealth management products cannot be redeemed as scheduled or are difficult to redeem is defined as rigid redemption. Figuratively speaking, financial institutions borrow money from you at a fixed interest rate, and give you the principal and interest at maturity. If you earn more, the institutions keep it, and if you lose, the institutions post it to you.

  In fact, not long ago, Guo Shuqing, Chairman of China Banking and Insurance Regulatory Commission, reminded investors that they should report the statement of "capital preservation and high returns", because it is impossible to achieve high returns with capital preservation. This statement belongs to financial fraud.   The restriction of this cycle will have a certain impact on investors with high liquidity requirements. For ordinary people, the biggest difficulty is to make a choice between liquidity and income, and short-term liquidity must be given up if income is to be obtained. Therefore, it may attract some short-term financial management funds to turn to the more liquid money fund field, or enter the current savings.

  The investment threshold has increased.

  Investors in asset management products are divided into two categories: unspecified public and qualified investors. Unspecific people are well understood by the public, that is, ordinary people who do not need professional financial knowledge, investment experience or a lot of money. In addition to bank wealth management, the wealth management that ordinary people have more contact with is the fund.

  According to the Opinions, public offering products and open private offering products are not allowed to be graded. Influenza (hereinafter referred to as influenza) is an acute respiratory infectious disease caused by influenza virus, which breaks out and spreads all over the world.

The onset of influenza is acute, although most of them are self-limited, but some of them can develop into severe influenza due to complications such as pneumonia, and a few severe cases progress rapidly and may die due to acute respiratory distress syndrome (ARDS) and/or multiple organ failure. Severe influenza mainly occurs in high-risk groups such as the elderly, young children, pregnant women or those with chronic basic diseases, and can also occur in the general population.

The results of previous influenza surveillance in China show that China is about to enter the influenza epidemic season. In order to further standardize and strengthen the clinical management of influenza, reduce the occurrence of severe influenza and reduce the mortality rate, this diagnosis and treatment plan is formulated on the basis of the Influenza Diagnosis and Treatment Plan (2018 Edition), combined with recent research results at home and abroad and previous experience in influenza diagnosis and treatment in China.

I. Etiology

Influenza virus belongs to orthomyxoviridae and belongs to RNA virus. According to nuclear protein and matrix protein, it can be divided into four types: A, B, C and D.

At present, people are mainly infected with H1N1 and H3N2 subtypes of influenza A virus and Victoria and Yamagata strains of influenza B virus.

Influenza virus is sensitive to common disinfectants such as ethanol, iodophor and tincture of iodine. Sensitive to ultraviolet rays and heat, it can be inactivated at 56℃ for 30 minutes.

Second, epidemiology

(1) the source of infection. Influenza patients and recessive infected people are the main sources of influenza infection. It is contagious from the end of latent period to the acute period. Viruses generally detoxify in human respiratory secretions for 3-6 days, and children and patients with impaired immune function can detoxify for more than 1 week.

(2) means of transmission. Influenza is mainly spread by droplets such as sneezing and coughing, and is directly or indirectly infected by mucous membranes such as mouth, nose and eyes. Contact with items contaminated by viruses can also be infected through the above channels.

(3) Susceptible population. People are generally susceptible. Vaccination with influenza vaccine can effectively prevent influenza virus infection of corresponding subtypes.

(4) High-risk groups of severe cases. The following people infected with influenza virus are more likely to develop into severe cases, so they should be given great attention, treated with antiviral drugs as soon as possible, and tested for influenza virus nucleic acid and other necessary examinations.

1. Children under 5 years old (children under 2 years old are more likely to have serious complications);

2. Older people over 65 years old;

3. Those who are accompanied by the following diseases or conditions: chronic respiratory diseases, cardiovascular diseases (except hypertension), nephropathy, liver diseases, hematological diseases, nervous system and neuromuscular diseases, metabolic and endocrine system diseases, and immunosuppression (including immunosuppression caused by immunosuppressants or HIV infection);

4. Obese people [body mass index (BMI) is greater than 30, BMI= weight (kg)/ height (m) 2];

5. Pregnant and perinatal women.

Third, the pathogenesis and pathology

(1) Pathogenesis. Influenza A and B viruses initiate infection by binding HA to the surface of respiratory epithelial cells containing sialic acid receptors. Influenza virus enters cells through endocytosis, and the virus genome is transcribed and replicated in the nucleus. A large number of new progeny virus particles were replicated, which spread through respiratory mucosa and infected other cells. After influenza virus infects human body, it can induce cytokine storm, lead to systemic inflammatory reaction, ARDS, shock and multiple organ failure, and children may have acute necrotizing encephalopathy.

(2) Pathological changes. Pathological changes are mainly manifested as cluster shedding of ciliated epithelial cells in respiratory tract, metaplasia of epithelial cells, congestion of mucosal cells in lamina propria, edema with monocyte infiltration and other pathological changes. Diffuse alveolar damage can occur in severe pneumonia. Diffuse congestion, edema and necrosis of brain tissue occur when encephalopathy is complicated. Acute necrotizing encephalopathy in children is characterized by symmetrical necrotizing lesions mainly in thalamus, and there is no obvious inflammatory reaction in the local area. Inflammatory reactions such as myocardial cell swelling, interstitial hemorrhage, lymphocyte infiltration and necrosis occur when heart damage is complicated.

Four, clinical manifestations and laboratory examination

The incubation period is usually 1-7 days, mostly 2-4 days.

(1) Clinical manifestations. The main symptoms are fever, headache, myalgia and general malaise. The body temperature can reach 39-40℃, and there may be chills and chills, accompanied by systemic symptoms such as sore muscles and joints, fatigue, loss of appetite, and often sore throat, dry cough, nasal congestion, runny nose and post-sternal discomfort. Facial flushing, conjunctival congestion.

Some of them are characterized by vomiting, abdominal pain and diarrhea, which are common in children infected with influenza B.

Without complications, the course of the disease is self-limited. After 3-4 days of onset, the body temperature gradually subsides and the general symptoms get better, but it usually takes 1-2 weeks for cough and physical recovery.

(2) Complications. Pneumonia is the most common complication of influenza. Other complications include nervous system damage, heart damage, myositis, rhabdomyolysis syndrome and septic shock.

1. Pneumonia

Pneumonia complicated by influenza can be divided into primary influenza virus pneumonia, secondary bacterial pneumonia or mixed pneumonia. The illness worsened 2-4 days after the onset of influenza, or worsened after the recovery of influenza, with high fever, severe cough, purulent sputum, dyspnea, moist rales in the lungs and signs of lung consolidation. The total number of white blood cells and neutrophils in peripheral blood increased significantly, mainly streptococcus pneumoniae, Staphylococcus aureus and Haemophilus influenzae.

2. Nervous system injury

Including encephalitis, meningitis, acute necrotizing encephalopathy, myelitis, Guillain-Barre syndrome, etc.

3. Heart damage

Heart injury is not common, mainly myocarditis and pericarditis. It can be seen that creatine kinase is elevated and ECG is abnormal, and heart failure may occur in severe cases. In addition, the risk of hospitalization and death related to myocardial infarction and ischemic heart disease increased significantly after being infected with influenza virus.

4. Myositis and rhabdomyolysis

The main symptoms are myalgia, myasthenia, renal failure, increased serum creatine kinase and myoglobin, and acute kidney injury.

5. Septic shock

It is characterized by high fever, shock and multiple organ dysfunction.

(3) Laboratory inspection.

1. Peripheral blood routine: the total number of white blood cells is generally not high or low, and the lymphocyte count in severe cases is obviously reduced.

2. Blood biochemistry: hypokalemia occurred in some cases, and creatine kinase, aspartate aminotransferase, alanine aminotransferase, lactate dehydrogenase and creatinine increased in a few cases.

3. Etiology related examination:

(1) Detection of virus nucleic acid: Detect influenza virus nucleic acid in respiratory tract samples (throat swab, nose swab, nasopharyngeal or tracheal extract, sputum) by RT-PCR (preferably real-time RT-PCR). The specificity and sensitivity of virus nucleic acid detection are the best, and it can distinguish virus types and subtypes.

(2) Virus antigen detection (rapid diagnostic reagent detection): colloidal gold and immunofluorescence can be used for rapid antigen detection. Because the sensitivity of rapid antigen detection is lower than that of nucleic acid detection, the interpretation of the results of rapid antigen detection should be combined with the patient’s epidemic history and clinical symptoms.

Eight, treatment

(1) Basic principles.

(3) antiviral treatment.

Ion channel M2 blockers amantadine and rimantadine are only effective for influenza A virus, but the current monitoring data show that influenza A virus is resistant to them, so it is not recommended to use them.

(4) Treatment of severe cases.

I. Development goals

2. Promote the construction of gigabit broadband. 4. Get through the "last mile" of optical fiber access. Continue to promote new residential quarters and commercial buildings and implement the national fiber-to-the-home standard. (3) Vigorously promote the construction of 5G networks

1. Coordinate the layout of 5G stations. Coordinate and integrate the construction needs of 5G base stations of telecom enterprises in Yunnan Province, and prepare a special plan for 5G communication infrastructure in Yunnan Province. Focus on promoting the 5G base station site, ceiling, computer room, pipelines, electricity and other facilities into the province’s urban and rural regulatory detailed planning, overall land use planning and public facilities planning such as highways and rail transit. Support the construction of 5G network infrastructure in municipal planning, construction land, base station location, social tower resource sharing, environmental impact assessment approval, land acquisition and demolition, construction compensation, pipeline construction, and power introduction. In 2021, there were 56,000 5G base stations.

2. Create a 5G boutique network. Guided by application, we will promote the special project of "Cloud Enjoy 5G" step by step, and build a 5G boutique demonstration network. Priority will be given to the layout of 5G networks in key tourist areas such as Kunming, Dali, Lijiang and Xishuangbanna, key parks such as Kunchuan Industrial Park in Kunming Economic and Technological Development Zone, core business districts and areas with urgent application needs, with emphasis on supporting smart tourism and intelligent manufacturing. Optimize characteristic towns, key cultural and tourist areas and service places with basic construction conditions, realize continuous coverage of 5G networks, and ensure smooth signals in high-density passenger flow areas. Guided by innovative applications, we will promote the top ten application scenarios of "5G+" and carry out 5G demonstration network construction in industries such as tobacco, advanced equipment manufacturing and nonferrous metals.

3. Promote continuous coverage of 5G networks. Promote the continuous coverage of 5G networks to the core urban areas of various States and cities, promote the development of industrial integration applications, and support the development of applications such as 4K/8K ultra-high definition video. Accelerate the 5G network coverage of A-level scenic spots and tourist towns, and support the construction of smart tourism with VR/AR, AI, live broadcast and other applications as the main content. Accelerate the promotion of the application of 5G network in the field of digital transportation, and create smart service areas, vehicle-road collaborative automatic driving and other applications in the main central service areas of traffic sections. Accelerate the deployment of 5G networks for intelligent equipment manufacturing, smart logistics, smart transportation, smart medical care, smart education and other fields. In 2021, the 5G network will achieve continuous coverage of county towns and various industries, fully support the integrated application of all aspects of society, and add new impetus to the construction of "Digital Yunnan".

(D) to enhance the application of infrastructure capabilities

1. Continue to promote the construction of high-level Internet of Things. Accelerate the construction of narrowband Internet of Things (NB-IOT) base stations, organize the implementation of the "Zhilian Yunnan" special project, and promote the innovative application of NB-IOT in intelligent meter reading, environmental monitoring, intelligent manufacturing, intelligent logistics and intelligent agriculture. Continue to improve network coverage and service quality, and support Kunming, Yuxi, Qujing and other cities to build demonstration zones of Internet of Things and smart cities for 5G technology. In 2021, the province’s NB-IoT network will achieve universal coverage and deep coverage of key areas of business needs. The total number of connections reached 35 million.

2. Build a new generation of green data center. Make full use of the advantages of Yunnan’s location facing South Asia and Southeast Asia, abundant clean energy and cool climate, and strengthen the planning and layout of building a new generation of green data centers. Significantly reduce the electricity cost of large data centers (IDC), guide enterprises such as national websites, big data and cloud computing to choose IDC access in Yunnan, and explore the construction of an international Internet application data center in China (Yunnan) Pilot Free Trade Zone. In 2021, 10,000 new racks will be built.

3. Accelerate the construction of industrial Internet infrastructure. Accelerate the construction of high-speed, low-delay, safe, reliable, flexible networking and time-sensitive industrial Internet. Promote the transformation and upgrading of internal and external networks of enterprises, and build an industrial Internet with high reliability, low delay, large bandwidth, wide coverage and customization. Optimize and upgrade the backbone network, and initially complete the IPv6 transformation of interconnection nodes between networks. Carry out the construction of public service nodes for identification and analysis of provincial industrial Internet, and realize interconnection with top national nodes. Explore the application of technologies based on 5G, NB-IoT, PON and industrial wireless in industrial sites in key industries, and build a number of benchmark demonstration networks for industrial intranet/extranet.

4. Improve the service ability of the network to support economic transformation and upgrading. Guide basic telecommunications enterprises to provide differentiated service solutions from network support to tariff concessions for industrial parks, high-tech industrial development zones and small and medium-sized enterprises. Promote the application of network slicing technology and adapt to various types of applications as needed.

(5) Promoting the construction of an international communication hub.

1. Build an international communication infrastructure for South Asia and Southeast Asia in an all-round way. Expand the export bandwidth of international communications, further improve and optimize the network structure, and accelerate the construction of cross-border optical cables. Complete the multi-route transformation of Ruili (China-Myanmar) and Mengla (China-Laos) international export channels and international optical cable export, build a new Hekou (China-Vietnam) international optical cable and transmission system, and set up a new China-Vietnam international channel import and export bureau to improve the level of international communication interconnection. In 2021, the international export bandwidth reached 3.4T.

2. Build a direct international Internet information "highway". We will promote the construction of dedicated channels for Internet data to Beijing, Shanghai and Guangzhou, and greatly improve the performance of Internet access. Improve the ability to unblock international voice services and Internet transfer services in Yunnan, South Asia and Southeast Asia, and promote the implementation of regional Internet transfer services. Focus on South Asia and Southeast Asia, provide large-capacity information network support for international trade enterprises, strive to build Kunming into a regional export hub for international communication services in China, and strengthen Yunnan’s position and role as a radiation center for international information hubs in South Asia and Southeast Asia.

(6) Strengthen the security of cyberspace.

Adhere to the combination of "technology management" and improve the security protection capabilities of new technologies and services such as 4G, 5G, industrial Internet and Internet of Things. Implement network security systems such as network security level protection and risk assessment, strengthen the "three synchronizations" of network security facilities, and promote telecom enterprises and Internet enterprises to strengthen the capacity building of network security situational awareness. Enhance the ability of emergency communication support system and strengthen the construction of emergency communication support team.

III. Implementing the Project Plan

(1) Fill the shortcomings in the development of information and communication infrastructure (2019)

Improve the quality of broadband and wireless network coverage, optimize the layout of information application infrastructure, promote the construction of international communication hubs, and fill the shortcomings of development. (See Table 1 for details)

(2) Building high-quality information and communication infrastructure (2020)

"From point to area" made a comprehensive breakthrough, improved the network carrying capacity and inter-provincial export bandwidth of the Internet, accelerated the deployment of gigabit broadband networks, and the coverage rate of gigabit broadband in key places reached 40%. Improve the service level of 4G network, build a 5G boutique network, realize continuous coverage of 5G network in some key areas, and promote the "5G+" application demonstration. Further enhance the ability of application infrastructure and accelerate the construction of international communication hubs and dedicated channels for Internet data. (See Table 2 for details)

(3) Improve the capacity of information and communication infrastructure as a whole (2021)

We will build a high-level broadband network, comprehensively improve the carrying capacity of backbone networks and the inter-provincial export bandwidth of the Internet, and deploy gigabit cities on a large scale, with a gigabit broadband coverage rate of 100% in key places. Further strengthen 4G deep coverage and improve network quality. Achieve continuous coverage of 5G networks and fully support the integrated applications in all fields of society. Improve the application infrastructure capacity in an all-round way, and complete the construction of an international communication hub and a dedicated channel for Internet data. Fourth, safeguard measures

(A) to strengthen organizational leadership, the establishment of collaborative promotion mechanism.

A leading group for coordinating the construction of information and communication infrastructure was established, headed by the deputy governor in charge, and composed of functional departments such as communication management, industry and informatization, development and reform, finance, housing and urban-rural construction, natural resources and ecological environment, and basic telecom operators. The office of the leading group is located in the Provincial Communications Administration, which takes the lead in promoting the project construction, implementing the decision-making matters of the leading group and coordinating the work of various departments. Each state and city shall establish an organization, leadership and coordination mechanism.

(B) increase fiscal and tax support to reduce energy costs.

Give full play to the policy-oriented role, take advantage of the opportunity of the national pilot implementation of universal telecommunications service, strive for central subsidy funds, and increase support for the construction of rural remote areas in our province. Coordinate financial funds to support the construction of 5G base stations and the integrated application of advanced network technologies such as 5G and Internet of Things in digital towns, industrial parks and key industries. Support innovative project financing mode, encourage and guide social investment, and realize investment diversification. Make full use of preferential tax policies, and eligible enterprises can enjoy preferential tax policies such as high-tech enterprises, software enterprises and the development of the western region. Power enterprises should strengthen the power supply network to ensure the stability of power supply. We will implement preferential policies for the good use of electricity, open market access for basic telecommunications enterprises, support enterprises to participate in electricity market transactions, and reduce energy costs.

(3) Simplify the approval process and strengthen resource sharing.

Relevant departments should open up a green channel, handle the examination and approval of land use and electricity use and land title certificate for information and communication infrastructure projects, simplify the examination and approval procedures, and reduce or exempt relevant fees in accordance with regulations; Government agencies, administrative institutions, state-owned enterprises, universities, residential areas, airports, stations, subways, exhibition halls, tourist attractions and other affiliated buildings, as well as street lamps, road signs and other public facilities are free to open. Promote the co-construction and sharing of urban and rural information and communication infrastructure, basic pipelines of special communication networks such as electric power, transportation, water conservancy and education, and various base stations. Promote the co-construction and sharing of power tower resources while ensuring the safe operation of the power grid. Promote the simultaneous supporting information and communication infrastructure for residential areas, subways and other construction projects, and implement the construction of communication pipelines, towers, rooms and other supporting facilities within the building red line. It is forbidden for any institution or individual to obstruct the construction of information and communication facilities without reason or charge unreasonable fees.

(4) Strengthen coordinated promotion and strengthen policy implementation.

The people’s governments of all prefectures and cities should take the construction of information and communication infrastructure as a key task, combine it with the implementation and work promotion of relevant documents such as digital Yunnan, digital countryside, industrial Internet, artificial intelligence, and 5G application, decompose the construction tasks year by year, regularly study relevant matters, and effectively help the construction unit solve the problems of difficult base station location, pipeline laying, and demolition compensation. The Provincial Communications Administration and the Provincial Department of Industry and Information Technology set the annual construction task objectives, and jointly with relevant departments, timely report the implementation of key tasks and supporting policies in the action plan.

(5) Strengthen publicity and training to create a development environment.

Provincial Communications Administration, Provincial Department of Science and Technology, Provincial Department of Ecology and Environment and other departments organized the popularization of electromagnetic radiation from base stations covering all states, cities, counties and districts in the province to eliminate people’s doubts and misunderstandings about base station radiation. Relevant departments should publicize the effectiveness of infrastructure and create a good atmosphere for the construction of information and communication infrastructure.
