Guizhou’s exploration of developing big data as a breakthrough to promote economic and social development left a deep impression on the top leaders. The top leaders said to local cadres: "I understand that it does make sense to develop big data in Guizhou."
On March 5, 2014, Li Keqiang pointed out in his government work report at the Second Session of the 12th National People’s Congress that it is necessary to set up an innovation platform for emerging industries to catch up with the advanced in the new generation of mobile communication, integrated circuits, big data, advanced manufacturing, new energy and new materials, so as to lead the future industrial development. This is the first time that big data has entered the government work report, and it also shows that as an emerging industry, it will receive strong support from the national level.
Big data opens up a new path of national governance
Big data is vigorously promoting the modernization of the national governance system and governance capacity, and it is increasingly becoming the driving force of social management and the "high staff" of government governance.
When the Supreme Leader visited Tencent, he said, "The Internet plays a great role in social management. How can we adapt to it? I see that all your work is very important. For example, in such a huge amount of information, you have the most sufficient data, and then you can make the most objective and accurate analysis. The advice provided by the government in this regard is very valuable. "
In recent years, the topic of "Big Data" has become a guest at the executive meeting of the State Council, and the strategy of big data has emerged. On July 23, 2014, the the State Council executive meeting deliberated and adopted the Provisional Regulations on Enterprise Information Disclosure (Draft) to promote the construction of a fair competitive market environment. Among them, it is required to establish an inter-departmental information sharing platform and use big data and other means to improve the level of supervision. On September 17, 2014, the deployment further supported the development of small and micro enterprises, promoted mass entrepreneurship and innovation, including increasing the construction of information systems serving small and micro enterprises, facilitating enterprises to obtain policy information, and providing effective services by using technologies such as big data and cloud computing. On October 29, 2014, it was required to focus on promoting consumption in six major areas, emphasizing the acceleration of big data applications such as health care and corporate supervision. On November 15th, 2014, it was proposed to demonstrate the application of big data in the fields of disease prevention, disaster prevention, social security and e-government. On January 14th, 2015, the deployment accelerated the development of service trade, expanded the development space through structural optimization, and proposed to innovate the model and create a new network platform for service trade by using new technologies such as big data and Internet of Things. On February 6, 2015, it was decided to use the Internet and big data technology to speed up the construction of an online approval and supervision platform for investment projects, horizontally connect the development and reform, urban and rural planning, land and resources, environmental protection and other departments, vertically connect with governments at all levels, and promote the "one-stop" service of online acceptance, handling and supervision, so as to be fully transparent and verifiable, so that information can run more and people can run less errands. In July 2015,The "Several Opinions on Strengthening the Service and Supervision of Market Subjects by Using Big Data" issued by the General Office of the State Council proposes to improve the service level of market subjects; Strengthen and improve market supervision; Promote the open sharing of government and social information resources; Improve the government’s ability to use big data; Actively cultivate and develop socialized credit information service.
Big data reshapes the new pattern of international strategy
Big data is changing the comprehensive national strength of countries and reshaping the future international strategic pattern. In July 2013, when the supreme leader inspected the China Academy of Sciences, he pointed out: "Big data is a’ free’ resource in the industrial society. Whoever has the data will have the initiative."
The Supreme Leader pointed out at the first meeting of the Central Cyber Security and Informatization Leading Group: "Network information flows across borders, and information flow leads the flow of technology, capital and talents. Information resources are increasingly becoming important production factors and social wealth, and the amount of information mastered has become an important symbol of the country’s soft power and competitiveness." In the future, the competitiveness at the national level will be partly reflected in the scale, activity and ability of interpretation and application of data owned by a country, and digital sovereignty will become a game space for another big country after border defense, coastal defense and air defense.
In view of the huge potential impact of big data, many countries or international organizations regard big data as a strategic resource and upgrade it to a national strategy. In March 2012, the Obama administration of the United States announced the "Big Data R&D Plan" and set up a start-up fund of 200 million US dollars, hoping to enhance the ability of massive data collection, analysis and extraction, which is considered to be related to the national security and future competitiveness of the United States. So far, the United States has implemented three rounds of policies on big data, opening up more than 50 categories of government data to ensure business innovation. The EU is pushing the Data Value Chain Strategic Plan to increase employment opportunities for 3.2 million people. Japan actively plans to use big data to transform the national governance system and hedge the downside risks of the economy. The "Global Pulse" project launched by the United Nations hopes to use big data to predict the unemployment rate or disease outbreaks in some areas, so as to guide aid projects in advance. As of April 2014, 63 countries around the world have made plans to open government data, and data opening has promoted the government to change from "authoritative governance" to "data governance".
Big data is big data for everyone, big data for every enterprise, and big data for the whole country. The era of big data embraces big data. With the implementation of the national big data strategy, smart life, smart enterprises, smart cities, smart governments and smart countries based on big data will be realized one by one.
