CCTV News:The Ministry of Industry and Information Technology recently issued the Guide to Digital Transformation of Small and Medium-sized Enterprises. The Guide is mainly aimed at small and medium-sized enterprises, digital transformation service providers and local competent departments at all levels. Guide to digital transformation of SMEs
At present, the digital transformation of the world economy has become the general trend. Small and medium-sized enterprises are an important part of the real economy, and also the focus and difficulty of industrial digital transformation. In order to implement the decision-making arrangements of the CPC Central Committee and the State Council on speeding up digital development and promote the comprehensive strength and core competitiveness of small and medium-sized enterprises through digital transformation, the Guide for Digital Transformation of Small and Medium-sized Enterprises (hereinafter referred to as the Guide) is specially formulated.

(1) Applicable objects
The digital transformation of small and medium-sized enterprises follows the idea of "from easy to difficult, from point to surface, long-term iteration and multi-party cooperation". The Guide is mainly aimed at small and medium-sized enterprises, digital transformation service providers and local authorities at all levels. The Guide aims to help SMEs to promote digital transformation scientifically and efficiently, enhance their ability to provide digital products and services for SMEs, and provide guidance for relevant responsible departments to promote digital transformation of SMEs.
(2) Implementation principles
Adhere to the main body of the enterprise and give priority to benefits.Small and medium-sized enterprises need to refer to the content suitable for development needs, make good use of market resources and public services, and promote digital transformation because of the "enterprise" system. Timely evaluate the effectiveness of transformation, optimize the practice of transformation planning, and promote the development of quality improvement, efficiency improvement, cost reduction, consumption reduction, green and safety through digital transformation.
Adhere to the application of traction, supply and demand promote each other.The service provider of digital transformation of small and medium-sized enterprises should focus on the characteristics and needs of small and medium-sized enterprises, develop small, fast, light and accurate products, provide professional services around the whole process of "evaluation, planning, implementation and optimization", and improve the supply level of products and services based on application feedback.
Adhere to government guidance and coordinate.Give full play to the role of the government, strengthen policy support, resource planning and management services, build the digital transformation ecology of small and medium-sized enterprises according to local conditions, deepen the collaborative innovation of multi-subjects such as Industry-University-Research’s use of funds, and promote the formation of joint efforts to promote the digital transformation of small and medium-sized enterprises.

Enhance the transformation ability of enterprises
(A) to carry out digital assessment
Combined with the standards and norms such as "Evaluation Index of Digitalization Level of Small and Medium-sized Enterprises", small and medium-sized enterprises cooperate with digital transformation service providers and third-party evaluation and consulting institutions to evaluate the basic level of digitalization and the current situation of enterprise management, build an evaluation index data management mechanism, and support the analysis of transformation needs and the evaluation of transformation effectiveness. Evaluate the available internal resources such as manpower, material resources and financial resources and market-oriented service resources, as well as policies and public service resources related to digital transformation in the region, industry or field. Apply the common solutions exported by leading enterprises in the industry to accelerate the improvement of their digital level. Based on the park/industrial cluster, we will carry out networked cooperation and develop new modes such as order sharing, equipment sharing, capacity cooperation and collaborative manufacturing to make up for the lack of resources and capabilities of individual enterprises. Actively access the digital innovation network of the park/industrial cluster, and use the common technology platform to carry out collaborative innovation. Actively connect with the public service platform of small and medium-sized enterprises and other carriers, and participate in activities such as policy publicity, supply and demand docking, consultation and diagnosis, and talent training.
(E) Optimize the digital practice
Cooperate with digital transformation service providers or third-party evaluation and consulting institutions to carry out transformation effect evaluation, focusing on the evaluation of digital level of business links and the horizontal and vertical comparative analysis of enterprise management level, and evaluate the value and benefit of enterprise transformation from the aspects of production efficiency, product quality, green and low carbon. Combining the internal and external digital transformation resources of enterprises at the present stage, we will formulate and adjust the digital transformation strategy for the next stage, select digital products and services that match the next transformation stage, and enhance the adaptability of the transformation strategy to the development status quo.

(A) enhance the matching degree between supply and demand
Supply-side entities such as Internet platform enterprises and digital transformation service providers focus on the digital common needs of small and medium-sized enterprises, and develop basic digital applications such as instant communication, remote collaboration, project management and process management. Following the idea of "large enterprises build platforms and small and medium-sized enterprises use platforms", large enterprises build industrial Internet platforms for the needs of small and medium-sized enterprises, export the experience of digital transformation in mature industries, and drive small and medium-sized enterprises in the upstream and downstream of the industrial chain and supply chain to carry out digital transformation together. Digital transformation service providers in sub-sectors develop and promote products and services with industry characteristics. Low-code service providers continue to improve the scalability of their products and help business personnel build digital applications independently and efficiently to meet immediate personalized needs.
(B) to carry out the whole process of service
Digital transformation service providers, Internet platform enterprises, industrial Internet platform enterprises, etc., show the path of scene integration application and transformation methods through online and offline combination, and enhance the awareness and willingness of digital transformation of small and medium-sized enterprises. Digital transformation service providers and third-party evaluation agencies focus on the individual transformation needs of SMEs and help them formulate digital transformation strategies. Telecom operators, intelligent hardware enterprises and digital transformation service providers help small and medium-sized enterprises to carry out network construction, hardware transformation and connection and software application deployment, and carry out supporting digital skills training. Based on the phased transformation needs of small and medium-sized enterprises, digital transformation service providers integrate ecological resources, match products and services suitable for small and medium-sized enterprises at this stage, and promote the gradual deepening of the transformation of small and medium-sized enterprises.

Large enterprises build or apply industrial Internet platforms, open up orders, technologies, tools, talents, data, knowledge and other resources for upstream and downstream small and medium-sized enterprises, and explore a cooperative model of symbiosis, sharing, complementarity and mutual benefit. Industrial Internet platform, digital transformation service providers and financial institutions should strengthen cooperation, carry out cross-validation of logistics, capital flow and data flow, innovate credit evaluation system and risk control mechanism, and promote small and medium-sized borrowing capacity.

Increase policy support for transformation
(A) to strengthen the guidance of transformation
Implement the digital transformation promotion project for small and medium-sized enterprises, carry out in-depth "joint action" for large and medium-sized enterprises, and promote the integration and innovation of upstream and downstream of the industrial chain supply chain and large and medium-sized enterprises. Strengthen the convergence of policies related to the digital transformation of small and medium-sized enterprises, implement the pilot work of digital transformation of small and medium-sized enterprises jointly carried out by the Ministry of Industry and Information Technology and the Ministry of Finance, introduce supporting measures in light of local conditions, strengthen classified guidance and tracking services, and ensure that policies are effective. Where conditions permit, we can explore different industries and fields to promote the digital transformation of small and medium-sized enterprises.
(2) Increase financial support.
In accordance with the idea of "enterprises should make a little contribution, platforms should make a little contribution, and governments should make a little contribution", the threshold for digital transformation of small and medium-sized enterprises should be lowered, and platforms can be encouraged to reduce the common demand expenditure for transformation where conditions permit. Give full play to the role of special funds of local governments, and support "chain-owner" enterprises and "chain-star" small and medium-sized enterprises with outstanding transformation results. Encourage financial institutions to develop special products and services for the digital transformation of SMEs, set up special loans for the digital transformation of SMEs, and broaden the financing channels for the transformation of SMEs.
(3) Promote pilot applications.
In combination with local key industries and key areas, pilot demonstrations of digital transformation of small and medium-sized enterprises will be selected, and benchmarks for digital transformation of small and medium-sized enterprises will be cultivated and promoted, and small and medium-sized enterprises will be encouraged to "learn from others". Support specialized and innovative small and medium-sized enterprises to carry out digital transformation, and play a leading and exemplary role to drive the digital development of more small and medium-sized enterprises. Cultivate and select a number of replicable typical modes of upstream and downstream collaborative transformation of industrial chain supply chain, promote innovative modes of financing for large, medium and small enterprises, and effectively support the supply chain of industrial chain to make up the chain and strengthen the chain.
(D) Improve supporting services
We will build and improve the public service system for digital transformation of small and medium-sized enterprises, strengthen the construction of public service platform for digital transformation of small and medium-sized enterprises, and enhance public service capabilities such as policy propaganda, diagnosis and evaluation, resource docking, talent training, and project supervision. Organize the "consultation" service for the digital transformation of small and medium-sized enterprises, and organize experts to go deep into the front line of small and medium-sized enterprises to carry out "resident" diagnostic services. Support vocational colleges and large enterprises to build digital talent training bases and improve the supply of digital talents for small and medium-sized enterprises.
(5) Optimize the development environment
Increase the construction of new infrastructure such as industrial Internet, artificial intelligence, 5G and big data, and optimize the external environment for the digital transformation of small and medium-sized enterprises. Build and improve the local business environment assessment system, and include the digital transformation effect of small and medium-sized enterprises in the assessment scope. Carry out meetings and activities related to the digital transformation of small and medium-sized enterprises to create a good development atmosphere. Give play to the role of government guidance fund, and drive social capital to support the digital transformation service providers of small and medium-sized enterprises to become bigger and stronger. Based on the actual digital transformation of local small and medium-sized enterprises, we will optimize policies and measures such as fiscal and taxation, talent training and introduction, and stabilize the expectations of small and medium-sized enterprises’ transformation policies.
