The second generation credit information system of the central bank was officially launched.

On January 17th, the central bank’s credit information center started the work of switching the second-generation credit information system online. Since yesterday, the Credit Information Center has provided the second-generation format credit report inquiry service for the public and financial institutions.

On the same day, many citizens got their first second-generation credit report through the personal credit report self-service inquiry machine. Beijing Youth Daily reporter saw that compared with the first-generation format, the display layout of the second-generation format credit report is more clear and clear, and the amount of information displayed is obviously increased, and the length of the report is also much longer.

The report changed from 10 pages to 17 pages.

The first-generation credit information system of the People’s Bank of China was officially put into operation in 2006, which played an important role in promoting financial transactions, reducing financial risks and enhancing social credit awareness.

In order to better meet the demand for credit information and adapt to the development trend of financial technology, the credit information center of the central bank started the construction of the second-generation credit information system in due course, and optimized and upgraded the credit information system. Compared with the first generation, the credit report provided by the second generation credit information system enriches the basic information and credit information content, improves the information display form and improves the information updating efficiency.

Yesterday, at an ICBC outlet in Dongcheng District, Ms. Wang successfully typed a credit report on the personal credit report self-service inquiry machine with her ID card through face recognition. Like the one on December 31st last year, she chose the "detailed version" instead of the "short version". When she saw that five sheets of paper were printed on the screen, Ms. Wang said, "The last report used four sheets of A4 paper. It seems that the new report has a lot more content."

The Beijing Youth Daily reporter saw that the self-service inquiry machine for personal credit reports is printed on both sides of A4 paper, and each side displays two pages of contents. One A4 paper can display four pages of reports. The new version of the report printed by Ms. Wang yesterday was 17 pages in total, so five A4 sheets were used. She also showed the reporter of Beiqing Daily the old report printed at the end of last year, with a total of 10 pages and only 3 pages.

There is an "objection message prompt" on the home page.

At the top of the first pages of the old and new reports, there is a description of the inquiry, which shows the name of the inquired person, the certificate information of the inquired person and so on. However, there is an "objection message prompt" at the bottom of the new version of the report. The text reads: the information subject has raised 0 objections to the contents of the credit report and is being processed. Please pay attention to reading the relevant contents when browsing. If citizens have raised objections to the credit reporting department before, the number should be displayed here. Credit institutions such as banks will also be "aware" when they see this.

The first part of the new and old reports is "personal basic information", which is divided into four items: identity information, spouse information, residence information and occupation information. The old version of identity information includes 10 items: gender, date of birth, marital status, mobile phone number, company phone number, home phone number, education background, degree, mailing address and household registration address; The new report adds "employment status" and "nationality", and deletes "home phone number" and "work phone number". At the same time, the mobile phone number is listed as a separate column, and the information update date is marked. Like the old report, every data in the new report is marked with the name of the data generating organization, so you can know which bank submitted every piece of information.

The second part of the new and old versions of the report is a summary of information, and the first item is also a summary of the personal loan and credit card information of the inquired person, including the number of personal mortgage loans, the number of personal commercial housing loans (including commercial and residential dual-use housing), the number of other loans, the number of credit card accounts, the month of issuing the first loan, the month of issuing the first credit card and other information. The old version of the report shows these data horizontally, while the new version is made into a table, which is more clear and easy to read.

In addition, there are two data in the old version of the report: "the number of my statements" and "the mark of objection". Because the new version of the report has already shown "the prompt of objection information" at the beginning, these two data are not available in this part.

  Add "common loan sign"

The third part of the new and old reports is the details of credit transaction information. Because Ms. Wang’s mortgage has been settled, the old report only describes her past loans in words, including time, bank name, loan amount, guarantee method, number of installments, account status and other information.

The new version of the report makes this information into a table, which is clear at a glance, and there is indeed a data that is a "common loan sign". This item of Ms. Wang shows "none".

The relevant person in charge of the central bank’s credit information center recently told the media that financial institutions will fully consider the joint loan information when evaluating the credit risk of borrowers. However, the personal "joint borrowing" information has not been displayed in the second-generation format credit report launched on January 19. After the financial institutions start to submit data in the second-generation format, the credit information center will simultaneously display the borrowing information in each borrower’s credit report. If the subsequent borrower changes, the credit information system will update the information in time and objectively record the actual situation according to the information submitted by financial institutions. For example, if the subsequent joint loan agreement is dissolved, the data submission mechanism of the second-generation credit information system supports financial institutions to submit information on the dissolution of the joint loan relationship; After the financial institution submits the updated information to the credit information system, the loan information will no longer be displayed in the credit report of the borrower who no longer assumes the repayment responsibility.

Displays the repayment records of the last 60 months.

The reason why the new version of the report is so much longer than the old version is mainly because the information in the credit card account has increased significantly. The new and old account reports show the transaction information of each credit card account in detail. If a multi-currency credit card has 10 foreign currency accounts besides RMB accounts, the credit report will show all the information of these 11 accounts, but the data shown in the old and new reports are different. The new version of the report adds "the large special installment balance that has not been issued" and "the number of remaining installments".

The old report only shows the repayment records of the last two years, that is, the last 24 months, and also only shows whether there is overdue and overdue time, and there is no overdue amount. The new report shows the repayment history information of the last five years, that is, the last 60 months, including not only the overdue status but also the current overdue total. From the typesetting point of view, the repayment record of the old report has only one line, which is divided into 24 cells, one cell per month. The new version of the report is a 12×10 table with 120 cells, corresponding to two cells every month. The upper cell is overdue and the lower cell is overdue amount.

Ms. Wang has a bank’s RMB single-currency credit card, and the display space of this account in the old report is less than half of that in the new report.

The numeric code represents the number of days overdue.

It should be noted that the code definitions of the repayment status of credit cards in the new and old credit reports are not exactly the same. Among them, * indicates that there is no repayment history this month; N means normal; G represents the termination account except settlement; C stands for closed account cancellation; # indicates that the account has been opened, but the status of the current month is unknown. However, the meaning of Arabic numerals is different. In the old version of the report, 1 means that the minimum repayment amount has not been paid once; 2 means that the minimum repayment amount has not been paid twice in a row; By analogy, the maximum is 7, which means that the minimum repayment amount has not been paid for 7 consecutive times or more; In the new report, 1 means 1-30 days overdue; 2 means 31-60 days overdue; 3 means 61-90 days overdue … … 7 means more than 180 days overdue.

Did not collect public information such as water and electricity charges.

Whether the second-generation credit information collects payment information such as water and electricity has always attracted much attention. The new and old versions of the report presented by Ms. Wang did not show the relevant payment information.

It is understood that at present, the second-generation credit information system has not collected personal water and electricity payment information, and only the display format is reserved in the second-generation format credit report. The relevant person in charge of the Credit Information Center of the People’s Bank of China said that in the future, when collecting the payment information of public utilities such as personal water and electricity charges, the Credit Information Center and relevant data source units will only collect and display it on the premise of obtaining the authorization and consent of the information subject and ensuring the quality and safety of the data.

However, the second-generation credit information system will inherit and display the normal payment and arrears information of personal telecommunications collected in the first-generation credit information system. The central bank’s credit information center said that under the premise of strict data quality control, personal telecommunications information will be collected safely and cautiously.
