Hainan： release authoritative information within 5 hours at the latest for major production safety accidents.

　　On December 1st, the government of Hainan Province issued the Emergency Plan for Production Safety Accidents in Hainan Province (revised in 2020), proposing that "(the commander in chief) should set the rescue target → Consultation and judgment → Make a rescue plan → Carry out the rescue plan → Supervision and completion of program implementation → Make the next phase of the emergency rescue target "cycle steps to organize emergency treatment and emergency rescue work. On April 21, 2016, the Emergency Plan for Production Safety Accidents in Hainan Province (Qiong Fu Ban [2016] No.84) issued by the General Office of Hainan Provincial People’s Government was abolished at the same time.

　　The "Pre-plan" is applicable to the response to the following four types of production safety accidents within the administrative area of Hainan Province: First, major and particularly major production safety accidents occurred within the administrative area; Second, production safety accidents that are beyond the disposal capacity of the people’s government of the city or county where the incident occurred and the administrative committee of Yangpu Economic Development Zone, or that span cities and counties and multiple fields (industries and departments); Third, at the request of the people’s governments of cities and counties, the administrative committee of Yangpu Economic Development Zone, or the production safety accidents that Hainan Provincial People’s Government deems necessary to deal with; Fourth, production safety accidents that need to be attended, cooperated or assisted by the emergency management department.

　　Production safety accidents are divided into four grades: the first is particularly serious accidents, that is, accidents that cause more than 30 deaths, or more than 100 serious injuries (including acute industrial poisoning, the same below), or direct economic losses of more than 100 million yuan. The second is a major accident, that is, an accident that causes more than 10 people to die and less than 30 people to be seriously injured, or more than 50 million yuan and less than 100 million yuan to cause direct economic losses. The third type is a major accident, that is, an accident that causes more than 3 people and less than 10 people to die, or more than 10 people and less than 50 people to be seriously injured, or more than 10 million yuan and less than 50 million yuan to cause direct economic losses. The fourth kind is a general accident, that is, an accident that causes less than 3 deaths, or serious injuries to less than 10 people, or direct economic losses of less than 10 million yuan.

　　The "Pre-plan" requires that after a major and particularly major production safety accident occurs, the Hainan Provincial Command should release the brief information of the accident to the society through the mainstream media at the first time after the accident, and release the authoritative information within 5 hours at the latest, and then release the preliminary verification, government response measures and public preventive measures, etc., and hold a press conference within 24 hours at the latest, and do a good job in the follow-up release according to the accident handling situation.
